If I have applied for the renewal of the residence permit, can I continue working?

Yes, the submission of the application for renewal of the residence and work permit within 60 days before or 90 days after its expiry, extends the effects of the authorisation to be renewed until the end of the renewal procedure. 

Does having a NIE mean having a residence permit in Spain?

Not necessarily. The NIE is the identification number assigned to foreigners. You can apply for it because you are interested in carrying out a certain option (e.g. buying or selling a property) in Spain and this does not imply that you are applying for a residence and/or residence and work permit in Spain.

What are the main differences between a NIE and a TIE? 

The NIE refers to the identification number of foreigners and does not necessarily imply an authorisation to stay or reside in Spain. 
Having a NIE does not imply that your administrative situation in Spain is regular. You can apply for a NIE without residing in Spain. 
"Not every NIE is in a TIE".
The TIE is the identification card for foreigners and is only issued if an authorisation to stay or reside in Spain has been granted. It is always accompanied by a NIE. 
Its issuance is mandatory if the period of stay or residence will exceed 6 months. 
Only those persons who are in a regular administrative situation in Spain have a TIE (valid).
